Tardy, unavoidably delayed or what?

The Chief Justice of the Iowa Supreme Court was scheduled to deliver her annual “Condition of the State” address this morning at 10 a.m. in the Iowa House.  It appears the proceedings may have been held up by the governor, who has finally arrived in the House at 10:13 a.m.

The governor arrived at 10:13 a.m.  According to his press secretary, Troy Price:  “We were told they were running about 15 minutes behind upstairs.  We were waiting for the full delegation to escort the Governor and Lt. Governor to the House Chamber.  Once members of the House showed up, the Governor got ready and went upstairs.”

At 10:15 a.m., Chief Justice Marsha Ternus began speaking.
