When “in” is “not” to be used

A slight prefix malfunction was fixed this morning by someone on the Iowa Senate Democratic Caucus Staff.
Here’s the first sentence in the first version of a news release:
State Senator Matt McCoy of Des Moines is working to ensure there is inadequate regulation of Iowa’s companion animal breeding industry.
Here’s the corrected version sent about an hour later:
State Senator Matt McCoy of Des Moines is working to ensure there is adequate regulation of Iowa’s companion animal breeding industry.
Obama nominates Harkin’s picks for US Attorney posts in Iowa

News from the White House: President Obama is forwarding Senator Tom Harkin’s nominees for U.S. Attorney for the Northern District of Iowa and U.S. Attorney for the Southern District of Iowa to the full U.S. Senate for confirmation. Harkin submitted his nominations in March.

WASHINGTON, DC – Today, President Obama nominated Judge Richard Callahan, Michael Cotter, Nicholas Klinefeldt and Stephanie Rose to be U.S. Attorneys. Callahan is a nominee for the Eastern District of Missouri, Cotter for the District of Montana, Klinefeldt for the Southern District of Iowa and Rose for the Northern District of Iowa.
